I f you can not afford to put a fence up and ensure your dog stays in it then I don&#039;t think you need to own one!  No animal should be treated with such disrespect.  I have two dogs myself and would never Chain one of them up.</description>

		<description>Most of the anti-tethering laws with which I am familiar address the problem of dogs who are continuously chained outside unattended, limit the number of hours a dog can be tethered and specify what type of tether must be used.
The best way to confine dogs is to provide them with a fenced-in area.</description>

		<description>I have seen many dogs dead and dying of neglect and abuse. I have taken many of them in myself. And NONE of them were chained dogs. They were outside free-roam in a yard dogs, locked in a crate all day dogs, and inside/outside dogs. Protesting chains does NOT stop abuse, but it will occasionally stop a good owner from being able to get a dog, because they have an unfenced yard, or a fence the dog can easily jump. The bottom line is that it doesn&#039;t matter what laws are on the books. Untill this world starts reconising animals as living, breathing,and not property, whats on the booksdoesn&#039;t do a whole lot of good.Or untill all our officials stand up and be counted in this worldwide crime. Its an endless uphill fight for those that can not speak for themselves.
And everyone is trying their best to get that next foothold in that hill, all the while grasping for any and all branches that might help. Sure the law coveres a wide spectrum, but if you have seen an animal dieing or dead at the end of a chain because of sheer miserable neglect, then inconvience by a law should be over looked by any animal lover. If it will save even one from that fate.</description>
