		<description>I am hoping that one day government and our non-profit agencies can work together to stop the puppy mill operators.  It seems with the ease of shopping thru the Internet; puppy mill operators now have the advantage.  There are no sites that actually monitor who lists on their website, they rely on the public to turn in violators if they happen upon a puppy mill while looking to purchase their new puppy.  
Wouldn&#039;t it be possible for all of our state agencies to either hire, or include in their &quot;volunteer&quot; programs breeder inspectors that could be from animal rescue groups, that would more than likely &quot;jump at the chance&quot; to help out in increasing the number of annual inspections done on puppy mills.  
The Washington Legislation is a good start, and I can see potential there for regulations, but who will do the regulating?
The animal control agencies are overworked and understaffed, I say it&#039;s time to offer the &quot;job&quot; to volunteers.
Animal control agencies already have volunteers working in their departments, following their regulations, and they are even covered under their workers comp, should an accidental 
bite occur on their shift,, so why not extend the training to volunteer &quot;officers&quot;.  Let&#039;s get the job done, just think how many annual inspections could be done statewide???</description>

		<description>Yes, Margaret, this is long overdue!  Every state needs to have some oversight in place.  There is no reason that even the most basic humane conditions cannot be met.  Of course we&#039;d like to see the end of puppy mills... period but as long as there&#039;s so much money involved, it&#039;s not going to happen.  Not any time soon anyway.
